  1. Trump bars H-1B visa holders from federal jobs

Information in News:

  • President Donald Trump has signed an executive order preventing federal agencies from contracting or subcontracting foreign workers mainly those on H-1B visas.
  • On June 23 suspended the H-1B visas, along with other types of foreign work visas, until the end of 2020 to protect American workers in a crucial election year. The new restrictions took effect from June 24.

Reasons behind the Executive Order

  • Trump’s order follows an announcement by the federally-owned Tennessee Valley Authority (TVA) that it would outsource 20% of its technology jobs to companies based in foreign countries.
  • He said TVA’s action could cause more than 200 highly-skilled American tech workers in Tennessee to lose their jobs to low-wage, foreign workers hired on temporary work visas.
  • He said his administration will not tolerate firing of hardworking Americans in pursuit of cheap foreign labour.
  • Outsourcing hundreds of workers is especially detrimental in the middle of a pandemic, which has already cost millions of Americans their jobs, the White House said in a statement.

2. 24 million may drop out of school due to pandemic: UN

Information in News:

  • Girls are likely to be disproportionately affected.

United Nation’s policy brief on the pandemic’s impact on education

  • Almost 24 million children are at risk of not returning to school next year due to the economic fallout of COVID-19, according to the United Nation’s policy brief on the pandemic’s impact on education, released on Tuesday.
  • It said, the educational financing gap is also likely to increase by one third.
  • More than 1.6 billion learners across the world have been affected by the disruption of the education system, but the pandemic has also served to exacerbate existing disparities, with vulnerable populations in low-income countries taking a harder and longer hit.
  • For example, during the second quarter of 2020, 86% of children at the primary level have been effectively out of school in poor countries, compared to just 20% in highly developed countries.
  • UNESCO estimates that 23.8 million additional children and youth [from pre-primary to tertiary] may drop out or not have access to school next year due to the pandemic’s economic impact alone. The number of children not returning to their education after the school closures is likely to be even greater, says the policy brief, adding that girls and young women are likely to be disproportionately affected as school closures make them more vulnerable to child marriage, early pregnancy and gender-based violence.
  • Even for those who do not drop out of school, learning losses could be severe, especially in the foundational years.
  • “Simulations on developing countries participating in the Programme for International Student Assessment (PISA) suggest that without remediation, a loss of learning by one-third [equivalent to a three-month school closure] during Grade 3 might result in 72% of students falling so far behind that by Grade 10 they will have dropped out or will not be able to learn anything in school.”

3. HC stays operation of three-capital Act

Information in News:

  • Next hearing on August 14; govt. asked to file counter
  • A three-judge Bench of the High Court comprising Rakesh Kumar, A.V. Sesha Sai and M. Satyanarayana Murthy adjourned the hearing on the Andhra Pradesh Decentralisation and Inclusive Development of All Regions Act, 2020, to August 14 and ordered that status quo be maintained till then.
  • The petition was filed by advocate Unnam Sravan Kumar.
  • The court was hearing a writ petition against the decentralisation Act filed by farmers who parted with their land for the development of Amaravati capital city under the AP Capital City Land Pooling Scheme (Formulation and Implementation) Rules, 2015.

‘Threat to livelihood’

  • Their argument is that the decentralisation Act ignored the existing projects and those under construction across nine ‘theme cities’ in Amaravati on which a massive amount had been spent from the exchequer.
  • The said Act posed a threat to the farmers’ livelihood and it would affect the economy of the entire State.
  • The petitioners further contended that the Statement of Objects and Reasons appended to the impugned legislation neither conveyed any public interest nor justified the abandoning of existing capital city.
  • They prayed for recognising Amaravati as the Capital City in accordance with Sections. 5, 6 and 94 of the AP Reorganisation Act, 2014 and consequentially declaring the Act repugnant and void under Article 254 and violative of Articles 256 and 257 of the Constitution.

4. SC directs States to provide support to senior citizens

Information in News:

  • Elderly persons affected by pandemic.
  • The Supreme Court on Tuesday directed the States to provide care, support and priority medical treatment for senior citizens, especially those living alone or quarantined, amid the pandemic.
  • The governments had to respond promptly to the needs of senior citizens and ensure that they did not suffer financially during COVID-19.
  • “All old-age people who are eligible for pension should be regularly paid pension and those identified older people, should be provided necessary medicines, masks, sanitisers and other essential goods by respective States,” the court ordered.
  • The court said senior citizens should be given priority in government hospital admissions during the pandemic.
  • The Bench directed that caregivers in old-age homes should wear personal protection equipment (PPE) and follow proper sanitation procedures. The court agreed to take up the case after four weeks.

5. Army to convene selection board for women personnel

Information in News:

  • After receiving the formal Government Sanction Letter (GSL) for grant of Permanent Commission (PC) to women officers, the Army headquarters is in the process of convening a special selection board for screening women officers for grant of PC.
  • “Towards this end, detailed administrative instructions have been issued to all affected women officers, giving out guidelines for submission of applications for consideration by the board,” the Army said.
  • Women officers who joined the Army through the Women Special Entry Scheme (WSES) and Short Service Commission Women (SSCW), are being considered.
  • The orders follow the Supreme Court verdict in February, in which it directed the government that women officers in the Army be granted PC and command postings in all services other than combat.

Submission of papers

  • They have all been instructed to submit their application forms, option certificate and other related documents to the Army headquarters not later than August 31, it stated.
  • “Specimen formats and detailed checklists have been included in the administrative instructions to facilitate correct documentation,” the Army said, adding the selection board will be scheduled immediately after receipt and verification of applications.
  • On July 23, the Defence Ministry issued the GSL specifying grant of PC to women officers in all streams in which they presently serve — Army Air Defence, Signals, Engineers, Army Aviation, Electronics and Mechanical Engineers, Army Service Corps, Army Ordnance Corps and Intelligence Corps in addition to the existing streams of Judge and Advocate General and Army Educational Corps.

6. HDFC Bank names Jagdishan successor to Puri as MD & CEO

Information in News:

  • HDFC Bank on Tuesday named veteran Sashidhar Jagdishan as the new MD and CEO to succeed Aditya Puri.
  • Jagdishan, whose appointment was approved by the RBI, would take charge on October 27 and hold office for a period of three years, India’s largest private sector bank said in a filing.
  • Having joined as a manager in the finance function in 1996, Mr. Jagdishan rose to become the bank’s chief financial officer in 2008.
